Anyone know who this car belongs to?

Does anybody know the owner of this vehicle? It appears to have been abandoned outside my elderly neighbours house for over 3 weeks now and they have been forced to park elsewhere. The council and police can't help us as it still has valid tax. All we know is the owner lives in the Langley green/Ifield area. If anyone can help get this vehicle moved my neighbours would be very grateful. TIA.
